Getting FTSE is an independent company jointly by the Financial Times and the London Stock Exchange. When you say that most people think, refers to the FTSE100, the FTSE.
The second part of your question is more accurate. These are companies that have received acceptance into the (London), by the exchange. I would say it would be impossible to find them all. Some companies are floating through a private or institutional repository, and never had this. It may help to go to the following link and explore there.
